An Indian citizen has been shot dead in Uganda. The murderer is a police constable and he has carried out the incident while off duty. Police have termed this incident of murder in Uganda’s capital Kampala as pre-planned. The police constable used a stolen AK-47 assault rifle to kill the man.
The police constable has been identified as 30-year-old Ivan Vabwire. Wabwire shot Indian civilian Uttam Bhandari with a stolen AK-47 assault rifle. Regarding the incident, the police have told that there was a dispute between the accused and Uttam over some money. Uttam who used to run financial services in Uganda. This incident of firing that took place on May 12 has also been captured in CCTV.

Police said Bhandari was shot from close range at the TFS firm in Kampala. 13 cartridges have also been recovered from the spot. Investigation has revealed that the attacker had a history of mental imbalance. For this, five years ago, he was also banned from possessing arms.

According to officials, five years ago the accused constable had blown up his roommate with AK-47. After which he was banned for keeping arms. Expressing grief over the incident, Ugandan President Yoweri Museveni has expressed condolences to Bhandari’s family after the killing of the Indian citizen. Along with this, he has also asked many questions to the security forces.

In a tweet, the President said that after the incident some questions arise immediately. He asked how did the gun reach an off duty policeman? Had he taken the gun from his guard post without permission?

He asked how the police store the guns of their jawans? He said how was an armed man allowed to enter that building? The President said that the answers to these questions can help us in removing the shortcomings of the security system.

On the incident, the Indian High Commission in Kampala has also expressed condolences to the family of the victim. The Indian High Commission tweeted that it stands with Bhandari’s family. The High Commission has thanked the President for immediately arresting the culprit who committed this heinous crime and for the questions raised by the President.
