Delhi’s Irrigation and Flood Department Minister Saurabh Bhardwaj has targeted BJP. He has described BJP’s allegations against the flood and irrigation department as ridiculous. He said that it is surprising that the people of Bharatiya Janata Party do not know that the entire bureaucracy of Delhi is being run by the Lieutenant Governor appointed by the Central Government. He said that from the day I was handed over the charge of Flood and Irrigation Department till today, neither for administrative approval, nor for in-principle approval, nor for payment, any file has been sent regarding all the files related to the department. Minister Saurabh Bhardwaj said that when I took charge of the Irrigation and Flood Department as a Minister in March 2023, I saw that no file related to the work of the department was being sent by the Minister for administrative permission. So in such a situation, I asked in writing on the file why it is that no file is being sent by the minister of the department for administrative permission and in principle permission.
Delhi minister has no power – Saurabh
Minister Saurabh Bhardwaj said that you all will be surprised to know that Principal Secretary of Irrigation and Flood Department, Ashish Kundra, while not giving any reply on the file to the written question asked by me, handed over this file to Principal Secretary of Finance Department, Ashish Chandra. Sent it to Verma. Minister Saurabh Bhardwaj said that Principal Secretary of Irrigation and Flood Department Ashish Kundra and Principal Secretary of Finance Department Ashish Chandra Verma together wrote on the file that Principal Secretary of Irrigation and Flood Department Ashish Kundra has work worth up to Rs 50 crore. There is power of permission, hence the file of any work up to Rs 50 crore will not be sent to the minister. This is shocking, but it is true.
Minister Saurabh Bhardwaj said that due to the new law and the Lieutenant Governor elected by the Central Government, not only is the department facing losses but complaints of corruption in government departments are also increasing. He said that in the law made by the Central Government, officers have been given so much power that it is becoming difficult to control them.
Questions raised regarding accountability of officers
Minister Saurabh Bhardwaj said that on one hand the Central Government has made the officers unbridled by making laws, while on the other hand, since 2015, all the investigating agencies are also under the control of the Central Government and the Lieutenant Governor chosen by them.
Minister Saurabh Bhardwaj asked a question to the Central Government and the Lieutenant Governor of Delhi that when the Central Government and the Lieutenant Governor have given so much power to the officers, then they have no accountability towards the Minister. He raised the question that the Central Government and the Lieutenant Governor of Delhi should tell how the accountability of these officers will be decided.
