What is Form 45?
Form 45 is a very important document in Pakistan elections. If understood in simple words, Form 45 contains the details of votes cast in the polling booth of an area. Number of polling station, name of the constituency, total number of registered voters, how many votes were cast, how many votes each candidate got – all this information is given in Form 45. For this reason Form 45 is also called Result of the Count.
How important is Form 45 in Pakistan elections?
Form 45 increases transparency in elections, votes are verified and the chances of results being rigged are reduced. Form 45 of that area is prepared in every polling station. The presiding officer and polling agent put their signatures on it. According to the rules, the candidate and the voter are allowed to see this form, so that they can see the complete details of the votes themselves. When voting ends in the evening, this form is further sent to the Returning Officer. There, it collects the data from all the polling stations and prepares the results.
violation of these rules
PTI party alleges that the information in these Form 45 has been manipulated. The post said, ‘Polling agents of PTI candidates have taken copies of these (Form 45) and in these, PTI is seen winning with a huge majority.’ The party alleges that polling agents are being kidnapped and forced to sign fake Form 45. Apart from this, Imran Khan’s party claimed that the returning officers are manipulating the results through Form 47. Form 47 contains complete information about the votes received by each candidate in the electoral constituency.
This is of great concern. Fake form 45 is being created very strategically. The votes of the public are first changed, then copies of Form 45 are prepared to show the true color of this change. The exploitation of the votes of 25 crore people of Pakistan is condemnable. As per the rules of the Election Commission of Pakistan, it is mandatory for the candidates and their polling agents to be present during the preparation of Form 47. Apart from this, it is mandatory to release the results (Form 47) by 2:00 pm. But according to PTI party, both these rules have been violated in the elections.
Viral video of alleged rigging
According to media reports, PTI nominated candidates have suddenly lost in many constituencies where they had already won with a clear majority. Human Rights Council of Pakistan (HRC Pakistan) is a non-political and registered organization which has been closely monitoring the credibility of Pakistani elections since their inception. This organization has also raised questions on the validity of the elections.
The Twitter handle of HRC Pakistan posted, ‘Countless cases of widespread rigging, fake voting, expulsion of polling agents and wasting of votes have been reported across Pakistan.’ Along with this, videos have also been shared in which it is being claimed that fake Form 45 is being prepared outside the polling station. Amidst all this, Pakistan President Dr. Arif Alvi on Sunday praised women and youth for voting on a large scale in the elections. He said that these people have expressed faith in democracy.
