Lieutenant Governor Vinay Saxena said that after monitoring, we have come across a case of irregularities of guest teachers and embezzlement of government funds in the name of salary of guest teachers who are not present for years.

Vinay Kumar Saxena, Lieutenant Governor of Delhi Delhi government schools I have been asked to conduct an internal inquiry into the irregularities in the appointment of guest teachers and the non-existent or ‘ghost guest teachers’ salaries. The LG Secretariat has asked the Chief Secretary to suggest the Director of Education to verify the attendance and salary distribution of all guest teachers appointed in Delhi Govt schools. In this matter, the Chief Secretary has been asked to submit the report to the Lieutenant Governor’s Secretariat within 30 days.
Earlier, the Lt Governor had allowed the Anti-Corruption Bureau to investigate against 4 serving and retired vice principals in the government for fraudulently drawing guest teachers’ salary in the name of ‘non-existent guest teachers’. This case is of Government Boys Senior Secondary School located in Mansarovar Park, Delhi.
What did the Lieutenant Governor say in the letter?
In a letter written to the Chief Secretary, the Lieutenant Governor said that after monitoring, we have come across a case of irregularities of guest teachers and embezzlement of government funds in the name of salary of guest teachers who are not present for years. We believe that this is a serious matter and it cannot happen without the participation of teachers/principal/officers of the school. This case shows us the lack of adequate monitoring by the officials at different levels of the education department.
He further wrote that we believe that strict action should be taken against misusing government funds in this way. Strict action should be taken against the officials involved in such activities. Also, there is a need to strengthen the mechanism of internal audit, so that such cases can be detected. The Director of Education is told to verify the information of all guest teachers appointed in government schools from their salary to their absence. A status report in this regard should be prepared and submitted within 30 days.
